William W. Cobbs - Chairman, New York
A founder of Public Resources Advisory Group, Mr. Cobbs has over thirty years of experience in the field of finance.  The focus of his efforts on behalf of the firm’s clients is to enhance demand for an issue and to lower the cost of borrowing by designing the optimal financing structure. Mr. Cobbs has also provided financial advisory services to the public sector for public-private partnership projects in the fields of toll roads, airports, resource recovery, sports facilities, wastewater and economic development.
Steven Peyser - President, New York
Mr. Peyser has been active in public finance since 1983 and manages the firm’s quantitative efforts, including reinvestment services and derivative product engagements. In addition, Mr. Peyser has been involved in analyzing the financing aspects of public-private partnerships for toll roads, sport facilities, resource recovery, utilities and economic development projects.
Edmund Soong - Executive Vice President, Los Angeles
Mr. Soong has a diverse background having worked at a leading national municipal law firm, investment banking firms and, since 1997, as a financial advisor in the Los Angeles office of PRAG.
Wesley C. Hough - Director, Los Angeles
One of the founders of PRAG, Mr. Hough serves as manager of PRAG’s Los Angeles office where he supervises projects for the firm’s western-based clientele.
Benjamin Asher - Senior Managing Director, New York
Mr. Asher has advised on a variety of financing structures, including fixed and variable rate issues, taxable and tax-exempt financings, derivatives and variable rate note products.
Monika Jarecka-Conley - Senior Managing Director, New York
Ms. Conley has worked on financings for a variety of purposes including transportation, water and wastewater, solid waste disposal and general governmental finance.
Marianne Edmonds - Senior Managing Director, St. Petersburg
Marianne Edmonds joined PRAG in September, 2005 with PRAG's acquisition of her firm, Marianne Edmonds, Inc. She has worked in Public Finance for over 26 years.
Steven A. Goldfield, Esq. - Senior Managing Director, Philadelphia
Mr. Goldfield has advised state and local governments since 1990. He has served as bond counsel and underwriter’s counsel for state agencies and local governments and has experience with unfunded actuarial liabilities.
Mark Gooding - Senior Managing Director, New York
Mr. Gooding works in the firm’s New York office where he serves as project manager for several of the firm’s clients in the Northeast and Southeast, assisting clients with complex revenue bond financings and debt management practices to meet their needs.
Thomas Huestis - Senior Managing Director, Philadelphia
Mr. Huestis manages the financial advisory efforts from the firm’s Philadelphia office and supervises PRAG's Florida efforts. 
Michelle Issa - Senior Managing Director, Los Angeles
Ms. Issa joined PRAG in October 2009 after 22 years of broad-based public finance investment banking experience at Bear Stearns and Bank of America Merrill Lynch in California and New York.  
Janet M. Lee - Senior Managing Director, New York
Ms. Lee has extensive experience in transportation financing including assisting major state transportation programs in privatization of highway projects.
Wei-Li Pai – Senior Managing Director, New York
Wei-Li Pai joined PRAG after working on a wide variety of municipal financing assignments over the last nineteen years for the City of New York and other issuers.
Barry Valentinsen - Senior Managing Director, New York
Mr. Valentinsen assists the firm’s general governmental and enterprise fund clients in the structuring and marketing of their borrowing programs, and has developed cash flow models for some of the firm’s most complex financings.
Michael Ablowich- Managing Director, Boston

Mr. Ablowich recently joined PRAG and has established an office in Boston, Massachusetts where he will be coordinating the firm’s work in the New England region.  He has over 15 years experience in public finance, having served in senior management positions in New Hampshire state government such as State Treasurer for five years and Budget Director. 

Louis M. Choi - Managing Director, Los Angeles
Mr. Choi joined PRAG in January 2005. Prior to joining PRAG, Mr. Choi was an investment banker in the public finance departments of two national investment banking firms.
Jocelyn Mortensen - Managing Director, Oakland
Ms. Mortensen is based in our Bay Area office in Oakland, California. She worked as an investment banker for 18 years prior to joining PRAG.
Claire Cohen - Senior Counselor, New York
Ms. Cohen recently joined PRAG as a Senior Counselor for credit matters.
Dr. Grover Jacobs - Senior Counselor
A resident of Alabama, Dr. Jacobs has over 20 years experience in government affairs and municipal finance as well as extensive experience in finance and management for higher education institutions.
Ellyn Dinzey - Assistant Vice President, New York
Ms. Dinzey provides quantitative and credit support on several PRAG engagements.
Andrew Evanchik - Assistant Vice President, New York
Mr. Evanchik provides quantitative analysis for derivative transactions for PRAG's clients.
Christine Fay - Assistant Vice President, Philadelphia
Ms. Fay currently provides project support for PRAG clients including the State of West Virginia, New Castle County, Delaware, Main & Clinton Local Development Authority (NY) and the Bethlehem Authority. 
Christine Ilarina - Assistant Vice President, New York
Ms. Ilarina provides credit and market support for various PRAG programs.

Mr. Levin provides quantitative and credit support for the firm’s financial advisory engagements.
